Idaho Small Business Grants - Rebound.Idaho.Gov
Governor Brad Little announced that a portion of Idaho's federal Coronavirus aid will be distributed directly to small businesses in the form of grants. A total of $300 million is available and businesses can apply to receive up to $10,000. These grants are only available to businesses who did not receive a Paycheck Protection Program (PPP) loan, or who received less than $10,000. The program criteria is posted on rebound.idaho.gov.

The CDC has put together guidelines for healthcare facilities, including information about cleaning and disinfecting and what to do if an employee or a patient contracts COVID-19.

Idaho Department of Labor
The Idaho Department of Labor (IDOL) is tasked with administering both state and federal unemployment benefits during the COVID-19 pandemic. Please visit their website for information on applying for benefits. Note that the Department of Labor is receiving a high volume of calls and applications right now, and response time is delayed as they are working to ramp up their services.
The Coronavirus Aid, Relief, and Economic Security (CARES) Act authorized the following programs:
- Pandemic Unemployment Assistance (PUA) is assistance for an individual not eligible for regular unemployment benefits, particularly self-employed individuals. The program is fully federally funded, effective for 39 weeks of payments and ends on Dec. 26, 2020. This new program requires significant alterations to IDOL's unemployment system. It will be into May before IDOL can begin making payments, but they can backdate payments to the week of Feb. 2, 2020.
- Federal Pandemic Unemployment Compensation provides $600 per week in addition to a regular UI or PUA payment. The program is fully federally funded and ends on July 25, 2020. IDOL is currently upgrading their system and anticipate making payments within the next two weeks. A claimant will not have to complete additional paperwork to qualify and IDOL's system can backdate the payments to the week of March 29, 2020.
- Pandemic Emergency Unemployment Compensation provides 13 additional weeks of benefits for those who have exhausted regular benefits. The program is fully federally funded and ends Dec. 26, 2020.IDOL is currently upgrading their system and anticipates making payments later this month. IDOL's system will backdate the payments to the week of March 29, 2020.
- Temporary Full Federal Funding of the First Week of Compensable Regular Unemployment provides full federal funding for the waiving of the waiting week. By executive order, Governor Little waived the waiting week, so this provision has already been implemented and payments are being made. Starting with the week of March 29, payments are fully federally funded until Dec. 26, 2020.
- Emergency Unemployment Relief for Governmental Entities and Nonprofit Organizations provides 50% federal funding for cost-reimbursed companies through Dec. 31, 2020. These quarterly billings will go out mid-April with a due date in mid-May. IDOL has a plan in place to ensure the credit is applied to the employer’s account in a timely fashion.
